Faultily faultless, icily regular, splendidly null

At another site there's mention of a formal complaint made on behalf of Gary Null (who he?) to the IRS about the WMF violating its tax-exempt status. The letter cites several of the points made at various critical sites about the WMF's unusual way of working. I have to say I'd never heard of a form 13909, although I suppose anyone could have found it by searching, and presumably only US taxpayers are entitled to file one. But why did nobody in the so-called critical community do the same thing years ago?
