The problem with Wikipedia is that admins don't have enough power over the riff-raff. Sure, an admin can block someone but that's quite a blunt instrument, and admins need to be able to control users at a finer level of detail. So the WMF Harassment team have proposed Multiblocks!
Our goal is to give wiki administrators a more robust set of tools to be able to better respond to different user conflict situations. To retain constructive contributors who cause disruption on one page (e.g. contentious article page, user talk page of someone they constantly berate, etc.) we want to give admins the ability to block them from editing specific pages and/or all articles inside a namespace. That work was called Partial Blocks.

Multiblocks is an improvement on and extension of the Partial Blocks feature. They are closely related but provide slightly different abilities. Today, there are only sitewide blocks and only one block per user. Partial Blocks gives admins the ability to create blocks for a page, action, or namespace.

Multiblocks then allows an admin to create multiples of these that may overlap in various ways. These provide a lot of flexibility to an admin to deal more humanely with editors that whose actions run contrary to community guidelines.
THis is a great idea. Instead of having just one big stick to hit users with, the boss class will have a variety of sharp implements they can stick into different parts of the user's anatomy, all at the same time. Of course, admins can be totally trusted to make good use of their new powers. After all, they're doing so well already, aren't they?

Regular users are scum. They deserve it. Administrators are fighting the good fight. Let's give them the tools.

Admins need a way to get home phone numbers and addresses of regular users. They need computer algorithms to determine how much blocking/abuse a user will take before they leave a site. WMF should fund studies to see how much users can take before they fall apart and become useless.

It's really a shame that users get in the way of admins enjoying the site. This situation should have been corrected long ago.

And these things are in the pipeline, to be deployed soon for the benefit of admins everywhere.
